There are two stories about Mickey Mouse, this is what I understand about Mickey Mouse's invention according to Disney lore.

First, Disney and Ub Iwerks had a steady character named Oswald the Lucky Rabbit.  The character was produced between Disney and Universal Studios.  Walt went from LA to NY to meet with Universal Studios, and found through a loophole in the contract, that Universal had stolen away Oswald the Lucky Rabbit --- even more hurtful, is they stole several Disney animators, including Ub Iwerks (Ub was Walt's good friend from Kansas City, having attended art school together and had worked in several places together).

According to Walt himself, on the train ride back from NY to LA, with the Disney's company's fortune at an all time low, he sat down sketching on the train, and came up with the idea of an animated mouse....  Mortimer Mouse...

Walt's wife Lillian, fearing that children would not relate to the name Mortimer, came up with the name Mickey.

If you saw One Man's Dream at Disneyland or MGM, this is the story they told--- but it's probably not true....

Most animation historians believe that Ub Iwerks actually created Mickey...  In the mid 1920's some mouse sketches were done for the silly symphonies cartoons -- including some animated with a photograph around Walt Disney.  Although Ub was able to get out of his signed contract with Universal and stay with Disney, it is believed that Mickey was developed from some of those early sketches by Ub Iwerks, and not Walt Disney is what created Mickey Mouse...

So, I guess, my official answer would be Ub Iwerks created Mickey --- but, Walt tells a very good story about it..
